Submission on Draft Mechanism Methodology A6.4-MEP013-A02


As part of the UNFCCC’s public call for input on the draft methodology “Energy Efficiency Measures in Household Cooking (version 01.0)” under the Article 6.4 mechanism, Plan 1.5 submitted our comments and recommendations to ensure alignment with Article 6.4.


This draft methodology establishes the requirements and procedures for quantifying and crediting greenhouse gas emission reductions generated by improved cookstove and clean cooking projects. According to our report ‘Recipe for Greenwashing’ published in 2025, the existing cookstove methodologies are designed prone to over-crediting. Based on our research findings, we assessed the proposed methodology to determine whether it adequately addresses these long-standing integrity concerns.


While the draft methodology includes some improvements compared to the previous approaches, our assessment found that it still contains several provisions that could lead to significant over-crediting. The table below summarizes the key issues identified in our submission to the UNFCCC, along with our recommendations for strengthening the methodology’s environmental integrity.
